How "open" is decided

A Washington razor clam beach is open only on a date WDFW has approved for it, and approval comes a few days ahead, after the Department of Health has tested clams from that beach for domoic acid twice. Between approved dates the beach is closed to digging even on a perfect minus tide, and a toxin closure overrides everything.
